1. NATO airstrikes targeted the center of Muammar Qaddafi's seat of power early Monday, destroying a multistory library and office in his compound and badly damaging a reception hall for visiting dignitaries.
Qaddafi's whereabouts at the time of the attack on his sprawling Bab al-Aziziya compound were unclear. A security official at the scene said four people were lightly hurt.

The operator of Japan's stricken Fukushima nuclear plant said Monday it planned to dump thousands of tons of radioactive water into the Pacific, as the government was accused of covering up the extent of radiation levels. "We have no choice but to release water tainted with radioactive materials into the ocean as a safety measure," Yukio Edano, the government’s chief spokesman told a news conference.

1. President Obama on Monday prepared to make his case to the nation about why he ordered U.S. forces to Libya in an address that gives him an opportunity to answer mounting questions about how long the conflict could last and under what conditions the United States would depart.
A senior administration official told Fox News the speech will effectively serve two purposes -- to outline the mission going forward and explain "how our efforts in Libya have advanced our interests and averted a catastrophe."

A lab here on campus has been busy studying strains of anthrax and plague in an attempt to map the family trees of both diseases. Our feature this week details some of the safety and security measures of the hot lab.

A pilot and his plane have been missing since March 11. The plane of Joseph Radford, 47, was last seen over Grand Canyon National Park.

1. British submarines fired two missiles at Libyan leader Muammar al-Qaddafi’s compound in downtown Tripoli Sunday, a senior coalition official confirmed to Fox News.
The British Ministry of Defense confirmed that Qaddafi was not the target, but that the compound was hit because of its military significance. A Pentagon official had previously said Sunday that the coalition “will not be going after Qaddafi.”

Public meetings will be held today here in Flagstaff on proposals to address mining issues situated in the Grand Canyon. The Interior Department is asking the public to weigh in on four proposals which are to take no action, set aside the 1 million acres for 20 years, partially withdraw either 300,000, or 650,000 acres from any new claims. Meetings will continue throughout the remainder of this week.
