1. President Obama on Monday prepared to make his case to the nation about why he ordered U.S. forces to Libya in an address that gives him an opportunity to answer mounting questions about how long the conflict could last and under what conditions the United States would depart.
A senior administration official told Fox News the speech will effectively serve two purposes -- to outline the mission going forward and explain "how our efforts in Libya have advanced our interests and averted a catastrophe."

2. China Moves To extend message for outspoken Blogger

BEIJING -- Police filed subversion charges against a prolific blogger and writer, his wife said Monday, in a bellwether detention since anonymous online calls circulated for Chinese to imitate the pro-democracy protests of North Africa and the Middle East.
Ran Yunfei, an uncompromising voice for free speech, was taken into custody five weeks ago just as those protest calls first came. His wife, Wang Wei, said she received a police notice Monday that was dated Friday and said Ran was charged with subversion of state power.
The move allows police to detain Ran longer for criminal investigation and brings him a step closer to prosecution.
Though the Internet calls for Chinese to stage protests every Sunday have not drawn large crowds of overt protesters, the authoritarian government has mounted an outsized response, detaining more than 100 bloggers, lawyers and activists, according to human rights groups.

3. 11 year old gang raped in California park

MORENO VALLEY, Calif. – Members of a Southern California gang raped an 11-year-old girl in the bathroom of a neighborhood park, leading to six arrests and a manhunt for a seventh suspect in a crime that has stunned seasoned law enforcement officials.
"It shocks you to your core. It never ceases to amaze me how vicious these things can be," Riverside County Sheriff Stan Sniff told the Riverside Press-Enterprise.
The girl was gang raped in the bathroom at Moreno Valley's Victoriano Park between 4 p.m. and 6 p.m. March 10. Sheriff's Investigator Matt Diaz says no other details were being released.
The attack, which was on the south side of the city near Moreno Valley College, wasn't made public until Sunday.
